  • Advised executive leadership on a government-wide cloud consolidation and integration program at Shared Services Canada, spanning 100+ cloud environments and 40+ federal departments — building the operating cadence, executive reporting, and governance scaffolding that kept the program coordinated end-to-end.
  • Supported execution of a $75M digital services portfolio at Employment & Social Development Canada, embedding operational visibility, accountability, and decision-support reporting for senior leadership.
  • Led agile transformation and provided senior advisory support to DND's HR executive leadership on a $10M initiative to modernize the Reserves pay system — guiding sprint adoption, stakeholder alignment, and governance recommendations across business, HR, and IT workstreams.

Benjamin is a strategic operator with fifteen years embedded alongside senior leaders navigating large-scale transformation, cross-border regulatory complexity, and the organizational demands of emerging-technology ventures. His work spans Government of Canada modernization programs, an AI-enabled investment platform, and regulated ventures across multiple jurisdictions — environments where the cost of poor execution is high and the margin for ambiguity is low.

 

His federal work includes advising executive leadership at Shared Services Canada on a government-wide cloud consolidation spanning more than forty departments and one hundred environments, and supporting DND's HR executive team on a ten-million-dollar pay modernization initiative for the Reserve Force — leading the transition from waterfall to agile delivery across business, HR, and IT workstreams. Earlier, he stood up the legal, compliance, and operating architecture for a Cayman-domiciled AI investment fund from a clean sheet, coordinating across counsel and regulatory advisors in Canada, the United States, and the Cayman Islands.

 

He holds a Master of Laws from the University of Toronto's Faculty of Law, concentrated in AI governance, cybersecurity, and emerging-technology regulation, alongside a Bachelor of Commerce in Entrepreneurial Management from Royal Roads University. He is a certified Project Management Professional, Certified Scrum Master, and holds the Managing Successful Programmes designation.
